The concept of New Public Management (NPM) involves radical changes being made by the state and local authorities. It implies both a challenge and an opportunity for the employees in public service who must contribute to these changes. Reforms in public administration can only succeed when all those involved at a middle management level know and understand the aims and are versed in modern methods of public management.

Since 1998 our team at Kassel University has offered a dedicated further education course in NPM which received repeat accreditation in October 2007. It is aimed at civil and public servants in public administration and non-profit organizations who have a university degree or a degree from a university of applied sciences and at least one year´s experience in a relevant profession.

We are pleased with the increasing demand for places, and are also proud of the people – over 500 in number – who have qualified. Since the winter semester of 2007/08 many have begun the postgraduate degree course (PhD) established especially for them. There can be no doubt: Kassel´s MPA - with120 credits making it the only full MPA which can lead to a doctor title – has become a trademark of administrative reform in Germany.

With the Lord Mayor of Kassel, Hilgen, and Kostogriz, the Lord Mayor of the Siberian earth gas town of Nowi Urengoy, Professor Reese visited the town of Tilburg to study the latest developments of the „Tilburg Model“.

Degree Ceremony and Master´s Day 2007 on 26/27 October 2007 saw the arrival of graduates, students and numerous guests in the Town Hall of Kassel and in the historical foundry of the university.
